Opening Links in New Tabs

Questions to consider:
- Will this link serve as reference material for the content in the original tab?
- What is the most accessible option for the user?
- Would leaving the page and returning to it cause the state of the user interface to change (ie, lost filters, text, or other information)?
- If you must open links in a new tab, is there any notification (through text for a screen reader, and through an icon for those with vision) to the user that the behavior of this link has changed?
