When to use a PDF

Make sure to keep mobile users in mind. HTML pages can offer mobile users with a much better user experience, since PDF files are not always tagged or easy to navigate on small screens.
Examples of good times to use PDFs are for forms someone may need to fill out and return physically, or for files which are intended to be read on a desktop computer and are tangential to the website content (for example, an employee handbook). This type of content should be relative self-contained.
